I use ing and I love my account. I think I started it will $100, but you can start with less than that. They have never penalized me for the many times I have emptied my account either. I am very happy using them even though it is an online bank-they make it easy to link the account to your checking account to deposit money. You can also have direct deposit from your pay check. I don't think they offer an atm card with it though. not sure about Bank of America…you can check it out on their website.
